If you think that good quality art materials are expensive then you are WRONG! Here are a list of Art suppliers to get you started on your Art Journey.
The Range - http://www.therange.co.uk/ A very cheap shop that sells good quality things ranging from proffesional things to things for begginers. It also sells non artist things so it really is the shop to go and have a look round for the general purpose.
The Works- http://www.theworks.co.uk/ This might not be the first place you would think of to get Art Materials but you can get things like watercolours and paper. I know for a fact that a pad of A4 good quality watercolour paper is around £1.99 unlike extremely expensive paper that can sell for up to £10 a pad!
Amazon- Amazon, obviously not a pure art shop, but it does sell art materials and equipment.

SAA- http://www.saa.co.uk/ Cheap art materials, even cheaper if you are a member (like I am). Your goods get delivered almost within 24 hours so if you ordered it Monday you would be very likely to get it Tuesday.
ArtStore- http://www.artstore.co.uk/ Tonnes of art materials all for a very cheap price, for example an A3 sketchpad can cost only £7.49. This website does show up on google shopping.
Langton- http://www.langtoninfo.co.uk/ Perhaps this isn't the cheapest, but this is still another art supplier.
Chromos - http://www.chromosart.co.uk/ We came to find this art shop on holiday in Canterbury near the local museum. Even if you don't live near Canterbury you can still place an order with them for cheap delivery.
Paperchase- http://www.paperchase.co.uk/ This doesn't sell many art materials, but they do sell a set (containing around 7) of watercolour brushes for around £5. That price isn't comparable to other shops that would sell the same number and quality for around £10. As well as online shopping you can also visit any High Street Paperchase stores.

Hobbycraft - http://www.hobbycraft.co.uk/ Again maybe not the cheapest of art shops but it does sell some cheaper things. It also sells some other craft materials.
WHSmiths- http://www.whsmith.co.uk/. Not the shop for very high quality things if you are an amateur but none the less still a shop that you can try.
Charles Evans Art - http://www.charlesevansart.com/ This is a direct link to his website. His eshop is here. His materials are very good quality and I am reassured that his materials are around 40% cheaper than in most high street shops.
Cotsworlds Mounts- Based in the Cotsworlds (Near Oxford), UK this supplier sells many cheap art mounts!
Art Shows - This may sound stupid, but its true, pick the show carefully and you can pick up many bargins at special show prices.
My main tip would be to shop around. Don't go with the first thing you see. Use comparison sites such as Google shopping to try and get the best deal. Also don't necessarily get everything all from one shop, something like a fineliner might be cheaper from Wilkinsons than a specialist art shop!
And of course you might have a birthday coming up or a different Christmas present!
